Certificate of Need

In most states, before building and opening a new patient service, a hospital must first obtain a Certificate of Need form the State Board of Health. The reason for this is most states want to limit the number of certain medical programs so there is little competition while the level of care remains high.

A hospital must provide the state with a Certificate of Need application, which the state will then review. The application is a full research project, meant to illustrate to the state that there is a particular need for additional or improved services in the hospital’s area.
